Government Order (GO) of the People’s Republic of Bangladesh

Eligibility Criteria:

  1. Policy Compliance: Applicants must adhere to the National Training Policy and Higher Education Policy 2023.
  2. University Admission Requirement:
Candidates must possess a full-time Unconditional Offer Letter from a foreign university ranked within the top 300 globally, as per the Times Higher Education World University Ranking 2025 (overall) or by relevant subject area. Applications to institutions outside this range will not be accepted.

Language Proficiency:

A valid TOEFL iBT or IELTS Academic score is mandatory. The minimum IELTS score must be 6.0 overall, with no individual band below 5.5. Equivalent TOEFL scores are accepted.
  1. Age Limit:
As of the application date, candidates must be 45 years or younger, holding a post equivalent to grade 9 or above (previously known as first-class posts).
  1. Previous Study Restriction:
Officials who have already completed a foreign Master’s degree funded by the government (excluding training) are not eligible.
  1. Mode of Study: This fellowship strictly excludes online or distance education Master’s programs.
  2. Financial Documentation:
Applicants must submit an official tuition fee statement (mentioning waiver or payable status) issued by the university’s financial or scholarship office.
  1. Institutional Recommendation:
Applications must be supported by an official recommendation letter from the applicant’s ministry, department head, or in the case of educators, from the concerned university authority, including reference to the institution’s Times Higher Education ranking. ➤ Important: Once nominated, candidates cannot switch their course, university, or country for any reason. Incomplete or improperly documented applications will be automatically disqualified.
